Hero has $13.50 behind, UTG+1 has that covered. Check or bet?
I'd bet (value bet, not all-in), and more than likely you'll get an immediate fold from UTG+1. If he had any sort of hand he would have raised the flop &/or turn. I think it's safe to say he was chasing the low, or has 2 pair max.
Here is what I was thinking - If he was chasing the low or the flush, he has an A. Did he luckout and have a T, also? If he did, he is coming OTT. How much can I bet here and not be pot committed?

edit: oops, and not be pot committed?? Maybe around the $6 range. On second thought, it may be best to just check it down
I'd bet a very small amount, maybe 3-4$. This is a situation where he will only call your bet if he has you beat anyway, and he was probably chasing the low, so there's no point in betting for value. The advantage in betting low instead of checking is that even if he has you beat, he would probably not raise. While if you checked and he had you beat, he would most likely bet more than you'd want to call with.
As usual it's just my 2 cents and it isn't a guaranteed win.
I would have put half my chips in after the flop. You are making him pay for a low draw. On the turn I would have pushed allin. Draws are too easy to land in omaha, I think you need to be a bit more aggressive when you think you are ahead. Almost any card can scare you after the flop so make it count when you are leading
