There's always that one person who will call or raise your pre-flop bluff, and then it becomes a stand-off; will I lose or will I win, if I call the raise?

That all depends on the amount you're re-raised. If they make a mistake with a strong hand and make it cheap enough for you to see a flop, then by all means make the call. Then if you miss, you can just walk away from the hand. And if you hit it hard, with some weird hand like 35 and a 246 flop, you're going to get paid off, and very well (which is dependent on the player; see below)...and either double up through your opponent or take him to the felt...cause they're never going to put you on 35 by your raising and calling a re-raise pre-flop.
There's a few other things to keep in mind, as well:
#1: Do they have enough "behind" (leftover after the bet) to make it worth your while to call and hope to hit the flop pretty good?
#2 are you in or out of position?
And both #1 and #2 lead up to #3:
Is the player tight/passive or loose/aggressive? If you're in position and they bet the flop, are they going to call a pot sized raise, or walk away from the hand?
What it all boils down to is this: If you hit the flop, are you going to get paid off, or only win a small pot? If the chances are you're only going to win a small pot, then always fold if you're re-raised on a preflop bluff.
One last thing, in general....if you're re-raised substantially preflop, never assume that they just have AK...and never put all your chips in the middle with only top pair if the flop is low....it always sucks when they flip over a bigger pair...or a set
