What are the rules, exactly?
I am likely to be out of the USA for a while next year. If I establish residence in a foreign country, can I sign on at the non-US facing poker sites, or will they still bar me because I will still be a US citizen?

Re: What are the rules, exactly?
The problem is payouts...
If you sign in from a foreign IP you won't be blocked, if you have a foreign address you will get past the next step. But when you hit payouts - what will you do?
I am no lawyer and this is not legal advice, but it seems that when you are in a different country you are subject to local laws. So there is no reason for you not to play when there.

I am hoping to get a local bank account and Neteller. Dare to dream!

Re: What are the rules, exactly?
What country will you be in? Once you have the account set up and a payment processing method, you shouldn't have a problem.
Example : I'm in Canada and I use instaDebit on a few poker / sportsbetting sites. I moved a couple months ago, and instaDebit doesn't even let you manually change address. You have to fax them the info, which I haven't done. Despite still being registered at the old address, I've been using it with no trouble. And they don't seem to send any mail because I have my mail forwarded to me and never got anything from them.

You are not allowed to play. You can get around it but if you are thinking of playing a biggie, avoid it. Its easy to get past their TOS but make sure you dont get stung in the process

Re: What are the rules, exactly?
I don't understand the logic of him not getting paid? If he is out of the US, and he wins in another country and has banking issues taken care of , there should be no problem, there is nothing in the law that says, US Citizens can't play online gambling games, out of the country....only when in the country, our laws over here do not carry with you when you leave the US>

Re: What are the rules, exactly?
2. LEGALITY OF USE OF THE SERVICES
PartyPoker TOS
Quote:
|
2.1. You may only use the Services if You are 18 years of age or over (or such other higher minimum legal age in Your jurisdiction) and it is legal for You to do so according to the laws that apply in Your jurisdiction. We reserve the right to ask for proof of age from You and Your Account may be suspended until satisfactory proof of age is provided. You understand and accept that We are unable to provide You with any legal advice or assurances and that it is Your sole responsibility to ensure that at all times You comply with the laws that govern You and that You have the complete legal right to use the Services. Without limitation to the above, access to Our Services may be restricted from certain territories. Any use of the Services is at Your sole option, discretion and risk. By using the Services, You acknowledge that You do not find the Services to be offensive, objectionable, unfair, or indecent in any way.

They have blocked US players from money play. If a player choses to play overseas, they are still breaking the TOS. Partypoker have done similar in the past for minor breaches so I wouldnt feel too confident waiting for a 100k check. In this unregulated industry, it is guilty until proven innocent and the breach of TOS wont help the matter
